UN Climate Fund Votes to Help Nepal, a Historic Step Far Short of the Need
Nepal's August floods were exactly the kind of disaster the loss and damage fund was created for, so it's welcome that the money is finally moving. But I keep coming back to the gap between the check and the bill. The allocation covers emergency relief and some rebuilding, while the full recovery tab runs orders of magnitude beyond what any single fund allocation can approach.
This is the first time the fund has responded to an acute event, which matters for precedent. Nepal will be watched closely, and other countries hit by floods, cyclones, or heatwaves will line up behind it. The risk is that the fund gets stretched thin and the "historic step" becomes a slow trickle.
I'd want to know how quickly the money actually reaches communities, and whether the next few applications get similar treatment. The fund needs to scale up fast enough to become a reliable backstop for the many disasters likely to follow.
