Policy announcements at campaign rallies are nothing new, but pairing a substantive regulatory change with a friendly political crowd makes the politics hard to separate from the policy.
Methane is a tricky case in the energy debate. It's a potent greenhouse gas, far stronger than carbon dioxide in the short term, which is why the Obama-era rules were put in place.
